WHAT IT IS
CIS-3000 is a Russian single-carrier 8-PSK waveform. The name is the symbol rate: 3000 baud. Eight phases × 3000 Bd = theoretical 9000 bit/s. Occupied width about 3.3–3.4 kHz. I-56578: one 8-PSK tone centered near 2000 Hz in USB audio.
Open role: calling / ALE for the diplomatic suite. It preludes Perelivt / CIS MFSK-68 and CIS-128 the way 2G ALE preludes a traffic modem. Intel/diplo origin on the monitor cards. Not an AT-3004 army comb and not the 10 kHz Perelivt grate itself.
WHAT THE WATERFALL LOOKS LIKE
One solid PSK slab ~3.4 kHz wide, no 12 teeth, no 3300 Hz Almaz pilot as the ID, no 10 kHz MFSK fence. Sound: a hard 8-PSK rasp at 3000 symbols/s. HF USB, 3–30 MHz. Also logged as short bursts after an MFSK-68 transfer — handshake at both ends of the file.
HOW THE AIR INTERFACE WORKS
Continuous 8-PSK at 3000 Bd. I-56578 bitstream notes:
— Superblock “A”: 31104 bits = 10368 8-PSK symbols = 3456 ms.
— Characteristic period: 5760 bits = 1920 symbols.
— Repeated sequences inside A superblocks and B blocks — redundant address / command class traffic, ALE-style, to beat fade.
Proesch Technical Handbook for Radio Monitoring HF carries the stock card. No public hobby decoder prints a callsign book.
HOW IT SITS WITH THE SUITE
X06 names the embassy (six flute tones).
CIS-3000 agrees the circuit (3.4 kHz 8-PSK).
Perelivt or CIS-128 carries the file (10 kHz MFSK+PSK or OFDM-128).
Same modem family is the working guess, not a photographed faceplate.
HARDWARE
Unpublished MFA / intel HF modem. Needs a clean 3.4 kHz USB channel — ordinary SSB radio, not the 10 kHz Perelivt path. ID is constellation + 3000 Bd, not a factory stencil.
NOT THESE
Perelivt / MFSK-68 — 10 kHz, 68 tones + 40 ms 9000 Bd insert. CIS-3000 calls it; it is not CIS-3000.
CIS-128 — OFDM traffic the same ALE also wakes. Own page.
CIS-12 — 12 parallel PSK + 3300 Hz pilot, 120 Bd/tone.
CIS-1200 Mahovik — 1200 Bd single-carrier BPSK/SDPSK, ~2.5 kHz.
CIS-300 — 300 Bd FSK burst. Different number, different PHY.
CAVEATS
“3000” is baud, not a GRAU index. ALE function is inferred from order-of-appearance and redundancy, not from a released protocol. Superblock numbers are one analyst’s dump.
STATUS
Active as the 3.4 kHz handshake in front of (and after) Perelivt / CIS-128.
IN ONE SENTENCE
CIS-3000 is a Russian 8-PSK single-tone modem at 3000 Bd (~3.4 kHz, 9000 bit/s ceiling) used as the diplomatic ALE that opens Perelivt and CIS-128 — a fat PSK slab, not a 68-tone grate and not CIS-12.
