WHAT IT IS
CIS-14 is a Russian synchronous full-duplex FSK teleprinter that packs two M2 characters into one 14-bit frame. Monitor / NATO nicknames: AMOR, AMOR96, PARITY-14. Service name on the Rohde & Schwarz / Crypto Museum card: TORG-14. Rohde lists users as Russian PTT links into the former republics. A 28-bit doubled frame also exists.
CIS-11 / TORG-11 is the 11-bit single-character cousin. Same idea — two frequencies, both ends stay on the air — different word.
WHAT THE WATERFALL LOOKS LIKE
Two FSK rails. Sigidwiki shift 400 Hz; I-56578 logs 96 Bd with ~480–500 Hz and other shifts to 1000 / 2000 Hz on VFT cousins. Occupied width about 650 Hz on the narrow book. Continuous idle. USB or LSB.
HOW THE AIR INTERFACE WORKS
2-FSK. Wavecom default 96.0 Bd. Proesch: 96–192 Bd typical. The long Klingenfuss / R&S list: 42.1, 47.5, 48, 50, 70.5, 72, 83.3, 84.21, 94.11, 96, 100, 144, 192, 200, 288 Bd. Most copies are 96.
14-bit frame (Wavecom / R&S / I-56578):
Bits 1–2 — channel state. 0 = traffic, 1 = idle (I-56578 t_a / t_b).
Bits 3–12 — two 5-bit MTK-2 / M2 characters, either bit-interleaved or word-interleaved.
Bits 13–14 — two parity bits over the preceding 12. Only two checks: Wavecom notes false detects. I-56578 split the parity into checksum modes “3” [3120] and “20” [0312].
Alphabet is MTK-2 (third-shift Cyrillic ITA-2). Two independent text channels ride one radio path — TDM, same idea as ARQ-M2-242 / 342. Traffic on live links is usually encrypted; clear chatter and test tapes show up at sign-on. T-207 / T-207 2M “Viktoria” is the inline cipher box or algorithm associated with this frame on several FSK and VFT bearers.
BANDS AND WHERE IT IS HEARD
HF 3–30 MHz. PTT / residual duplex pairs. Sigidwiki tags the mode inactive. The 14-bit frame still appears inside VFT stacks (3×100, 6×100) when those are copied.
HARDWARE
Duplex HF pair plus M2 end gear. T-207 on the ciphered paths. Wavecom / Hoka / go2DECODE slice the frame; they do not unwrap T-207.
NOT THESE
CIS-11 / TORG-11 — 11-bit, one character, four parity bits, meteo.
CIS-12 — 12-tone PSK, not FSK.
ARQ-M2-242 — CCIR two-channel multiplex, similar TDM idea, different frame.
CIS 3×100 VFT — three FSK rails that can carry this frame, not the frame itself.
CAVEATS
AMOR is a NATO nickname, not a GRAU index. 96 Bd is the default, not the only rate. Two parity bits are weak; “decoded” plaintext on an encrypted net is still cipher.
STATUS
Legacy PTT duplex. Frame survives inside later VFT and T-207 dumps.
IN ONE SENTENCE
CIS-14 / AMOR / TORG-14 is the Russian 14-bit full-duplex FSK — usually 96 Bd, two M2 characters interleaved plus two parity bits — the two-channel PTT cousin of CIS-11, often sitting under T-207 cipher.
